The administrative service center of the Guiyang Free Trade Zone (Guiyang FTZ) has upgraded its service model from fragmented processing to an integrated service featuring "comprehensive one-window processing" and "parallel multi-department approval".
By simplifying the foreign trade enterprise establishment processes, the zone has lowered the market entry threshold for zero-foundation micro, small, and medium-sized enterprises looking to expand into overseas markets, optimizing the foreign-related business environment through process reengineering.
Previously, eight high-frequency administrative procedures – such as customs registration, electronic port IC card application, and export tax rebate filing – were handled by different government agencies, involving complex processes and heavy paperwork.
Many start-up foreign trade entities were deterred by these procedural barriers. Focusing on the difficulties of enterprises, Guiyang FTZ streamlined approval procedures, shortened processing timeframes, and shifted government services from "capable of being processed" to "easy and fast to process".
Since the enterprise service reform was launched last October, it has provided end-to-end approval services for 18 newly established foreign trade enterprises.
